You just need to be more confident when talking to people. On an everyday level, when you talk to people you don't know, take a few seconds and slow yourself down and take some deep breaths. Focus intently on speaking slowly and audibly. When you speak fast to people and they cant understand you, their reaction of looking confused makes you more nervous and then makes the situation harder on you.
If it is really bad, some people take speech classes. I would recommend a public speaking class, in which everyday you are required to get up in front of a class and recite a speech. You will be nervous, but when it becomes more and more normal for you, and when you get constructive criticism back, you will become more comfortable speaking in front of anybody.
I can credit my ability to speak to people confidently on 2 accounts: Becoming more outgoing by expanding my social barriers, and performing speeches over and over and over again in numerous engineering classes. I came to the realization that it's easier to focus on what you are going to say, before you say it, rather than have to say it over again to someone who didn't hear you.
Stuttering and anxiety self cures described above would definitely help in curing stuttering. They may not work always, and in certain cases the services of an expert may be required.
